I have a doubt in making class interval from less than type.
Q.Make class intervals to find the median.
Age in years Number of policy holders
Below 20 2

Can I directly write the frequency of the first class interval i.e 20-25 to be 8?

You can in my opinion class [20-25] has 6-2=4 elements.
It is difficult to answer a question with a ambiguous statement.As your values are increasing. i think it is about cumulative function as one below 20 is also below 25.
