What is a formal definition of a circle?

On a circle, draw and label a central angle and an inscribed angle that intercept the same arc. Explain the relationship between the arc and measure the measures of each.

You consider a plane $ \pi $ and a point $ O\in \pi $ . There is also given a distance d=R. Then the circle of center O and rayon R $ \Mathcal{C}(O,R) $ is the set of points $ M\in \pi $ such that $ dist(O,M)=|OM|=R $
